For Aboriginal and Torres Strait Islander peoples, home has always meant more than shelter. It’s where families are raised, where knowledge is shared, and where connections to kin, culture and Country are nurtured. That’s why this Workplan doesn’t just centre on housing as a policy area - it treats it as the foundation for thriving futures.
Our Workplan is guided by the National Agreement on Closing the Gap and is focused on achieving real progress towards Outcome 9. It is intended to elevate cultural authority and community leadership, and reflects the voices of those closest to the work.
The horizon symbols represent both Aboriginal and Torres Strait Islander cultures and the diversity of our communities across sea, island, bushland and desert. These are more than design choices - they’re touchstones for how we work: grounded in cultural knowledge, committed to partnership, and focused on progress.
Horizons of the HPP Workplan
The HPP Workplan has six Horizons that set out the HPP’s strategic focus areas for transforming the housing system. The Horizons offer a point of direction, helping us stay focused on outcomes, while remaining grounded in where we’ve come from and what we’re working toward together. Each Horizon represents a critical lever for change - together, they provide a clear path for collective action and lasting impact.
Horizon 1 – Embedding Aboriginal and Torres Strait Islander voices and shared decision making across housing and Homelessness
Horizon 2 – Establishing partnerships and working groups to progress the priorities and influence of the HPP
Horizon 3 – Enabling community-led solutions. Increasing investment and strengthening the community-controlled sector
Horizon 4 – Enabling the smooth transition of housing stock to the community-controlled sector
Horizon 5 – Transforming government agencies and portfolios across the Aboriginal and Torres Strait Islander housing and homelessness landscape.
Horizon 6 – Developing strong, self-determined evidence bases and enhancing access to qualitative and quantitative data
